For all the hours it would take to put this together, though, you might as well build a much larger one, or maybe it would be more efficient to have several that size, each with its own intake.

Contrary to what some are saying in the reviews, an electric field can affect hydrocarbons in a number of ways (one such example I found in an Air Force Lab abstract, different application). My guess, though, is that if anything significant could be achieved by something as simple as applying an electric field, it would have been figured out a long time ago.
